^^This scenario is designed to have the player take on the role of the
Eastern Roman civilzation.  It begins in AD 527.  In the western part of
the Mediterranean, the Roman Empire has been overwhelmed by Germanic
kingdoms: Visigoths in Spain, Franks in Gaul, Vandals in North Africa, and
Ostrogoths in Italy, ruling over Rome itself.  But the Roman government in
the Eastern part of the Mediterranean has ridden out the storm of the later
5th century, and controls some of the richest parts of the civilized world.
As the scenario opens, Justinian has just taken the throne.  He must first
deal with civil unrest in his two largest cities, Constantinople and
Alexandria.  Having taken care of this, he turns his attention Westward.
In the history of our world, Justinian quickly reconquered first N. Africa
and then Sicily; after 30 years of brutal warfare, he subdued Italy as
well.  But the long war exhausted the resources of the E. Romans;
barbarians from the Steppe soon overran Italy, and the E. Romans found
themselves locked with the Persians in a struggle for their very survival.
Can you guide the Roman armies to victory over the whole known world again?
